I'd really like to help you with this, and I sincerely wish you the best with this difficult situation, but I'm afraid it's not clear to me. Given everything that you say, it sounds as if the rupees 5,000 is an aggregate, i.e. the income of both parents, but really you should check with some government authority figure to find out how it is interpreted by them.

The first option is correct. This is an example of a reported question and in reported questions we use normal word order, without any inversion.
